Sometimes it can also help to go to portal_css in the ZMI, and clicksave the regenerate CSS files. None is selected. Youshould see it in the ZMI if you click on portal_skins, then go tothe Properties tab. I dont know why site you just created would not have the defaultplone skin, but perhaps there is something wrong there the selecteddefault skin could be bad, or the layers could not contain plone skinfolders such as plone_templates, plone_styles, etc..
